Abstract : This scoping study emphasizes the roles played by nongovernmental organizations (NGOs) in providing services that complement or compensate those provided by governments in disaster contexts. Analysis of empirical data collected from seven tsunami-impacted villages in south India confirms that NGOs assisted in not only the response and short-term recovery phases but also continued to support mitigation and preparedness activities alongside government entities. It would indeed be worthwhile to local emergency managers and policy makers to include NGOs in emergency operations and mitigation planning to ensure their seamless involvement in social development issues that dovetails with disaster preparedness and sustainable development.
